Is there any way to avoid this other than having items put in categories by human beings?

I wonder what is the best ‘non hacky’ way of designing around this problem.

Mainly because when it launched it was US only s9 I ignored it. I didn’t notice when it started working for UK users as by that time people had stopped discussing it around the blogs. So maybe an unfortunate side-effect of doing phased roll-outs by region is that you lose the positive effect of net chatter?
